NorthBay HealthCare
NorthBay HealthCare is a community-based healthcare organization serving Solano County in California since 1960. The organization is comprised of two hospitals – the NorthBay Medical Center in Fairfield and the NorthBay VacaValley Hospital in Vacaville. The NorthBay Medical Center is a center of excellence for maternal and child services and has a newborn intensive care unit that provides the most sophisticated services for premature or ill newborns within a 50-mile radius. Included in the NorthBay HealthCare community is the NorthBay Center for Primary Care, a partnership between NorthBay HealthCare and a group of respected physicians. Both NorthBay hospitals are accredited by The Joint Commission. NorthBay HealthCare recently received the Spirit of Solano award for outstanding community service.

Challenge

NorthBay HealthCare was looking to bring order and structure to its meaningful use activities throughout its entire organization including:

• Establishing organizational governance and oversight efforts around meaningful use
• Using one tool to perform a detailed gap analysis that tracked and assessed both hospitals, their electronic health records, and underlying clinical workflows that support meaningful use
• Assisting EPs affiliated with the NorthBay Center for Primary Care meet meaningful use requirements
• Creating a meaningful use remediation master plan that included:
  • Requirements, approaches, and projects to close gaps
  • Economic assessments and cost-benefit analyses
  • Resource estimates, responsible parties, milestones, timelines, and deadlines
• Reporting and record keeping that supported future attestation
• Managing risk

 

Results

• Fulcrum Methods Meaningful Use Assessment Tool was used to develop oversight around meaningful use
• A detailed organization-wide gap analysis was performed using criteria contained in the Tool which has been sourced directly from the Meaningful Use Final Rule and NIST EHR certification information
• NorthBay’s affiliated EPs are receiving assistance in meeting meaningful use.
• NorthBay is coordinating its remediation efforts through the Meaningful Use Assessment Tool’s project management module
• The Meaningful Use Assessment Tool’s flexible report writer and audit trail capabilities are providing valuable information to project managers and C-level executives as they monitor meaningful use progress.
• NorthBay successfully attested to Meaningful Use stage 1 requirements on November 2, 2011.
